- What a project hopes to achieve: the project’s mission and goals, and the needs that it helps address
- How it hopes to do so: the means of achieving the mission and goals
The objective of the concept phase is to come up with an agreed-upon facilities idea or set of ideas that can be tested in feasibility studies.
A small renovation project may only need a few sentences describing the project concept, while major upgrades likely require more pre-planning and development of a fleshed-out project concept. Regardless of scale,

- Developing a project mission statement
- Undertaking a needs assessment
- Brainstorming solution options that address the mission and needs
The project concept should:
- Be developed in the context of an existing organizational strategic plan
- Serve the organizational and artistic objectives identified therein
- Demonstrate that it will meet indispensable organizational requirements, (not elective hopes and desires – needs, not wants, drive successful capital projects)
