The process of planning and executing a major maintenance project has a lot in common with new construction projects.  The phases of work, characters involved, and key considerations are similar, just executed on a shorter timeframe and with (hopefully) much less disruption to existing operations.

The scale of the maintenance project will determine what level of detail is required for each step, and usually will not require an extensive concept and feasibility process.

However, major maintenance often requires some targeted fundraising, oversight of a (short) design and specification process, and will certainly have impacts to your existing facilities during construction.
